TAY EVEREST RECRUITMENT receives ANOFM authorisation as a foreign worker placement agency

Authorisation no. 31 of 07.10.2026 allows us to recruit and place third-country workers with employers in Romania. Here is what it means for our clients.

OUG 32/2026 made authorisation mandatory for agencies that recruit and place workers from outside the European Union. The National Employment Agency granted us authorisation no. 31 of 07.10.2026 to operate as a foreign worker placement agency, by order of the ANOFM president no. 127 of the same date.

The authorisation was issued after verification of the cumulative conditions in art. 24 of the ordinance and the financial guarantee required by art. 25. It runs for two years, to 07.10.2028, and can be renewed.

For employers the difference is practical. When you work through an authorised placement agency, your company only needs to register on WorkinRomania.gov.ro, not obtain the separate authorisation that direct hiring requires. That means no 50-employee threshold, no 24-month activity requirement and no 1,000 euro guarantee per worker.

For workers, authorisation is an added safeguard. Authorised agencies cannot charge placement fees, may only place workers in occupations on the shortage list and only against firm offers from registered employers.
