Where Romania skilled worker shortage is worst

The gap is not evenly spread. It concentrates in trades that take years to learn and in shifts the domestic market will not cover.

Construction is the sharpest. Welders, steel fixers, formwork carpenters and scaffolders are the roles our clients reopen most often. The skill takes years to build and the domestic training pipeline has been shrinking for over a decade, so the shortfall is structural rather than cyclical.

Manufacturing follows, particularly CNC operation and quality control, where the binding constraint is certification rather than headcount. Employers can find people. They cannot find people with the paperwork.

Logistics and warehousing hire in volume and lose in volume. Forklift operators and drivers move between employers for small differences in pay, which makes retention as commercially important as recruitment.

Hospitality, food processing, agriculture and care work carry a seasonality problem on top of a supply problem, which is why they are the sectors where cohort planning matters most.

The honest conclusion for most employers is that the domestic market should be tried first and will often be enough for administrative, technical and supervisory roles. It is the trades and the shift-based roles where an international route becomes necessary rather than optional.
